What age would you let your child ride on a boat or jet ski with life jackets?

I declined this weekend to let my 20 month old ride on the motor boat on the lake, and everyone said I was over reacting. I almost took my son with us on that trip last year, and thank God I didn't, and decided I would wait until he could swim before I took him out on a boat. Is that way over protective? Do you let your child that can not swim out on the lake as long as they have a life jacket?
